Welcome to the Gateway Project Profile Assessment Tool

Introduction
The Project Profile Assessment tool (PPA) is a high level indicator of potential project complexity and impact on government service delivery and stakeholders. It uses a standard set of criteria to develop a snapshot of a project’s complexity and relative likely impact level. These criteria include:
  • total cost of the project
  • impact the project will have on service delivery
  • level of innovation required
  • technical characteristics of the project
  • number of people involved in delivering the project
  • experience of service providers and the client in similar projects.
The online tool contains approximately 20 multiple-choice questions. These should take no more than 15 minutes to answer. The PPA will then produce a score for the project. This score will place the project in one of the following 3 categories:

41 or more High Profile
27 - 40 Medium Profile
26 or below Low Profile

Agencies can use the PPA to determine the requirements they must comply with for initiating a Gateway Review. The PPA may also assist agencies to determine at an early stage the resources and controls that will be needed to manage the project. The output of the tool, however, is not a replacement for a detailed project assessment or management plan.

How to use the Project Profile Assessment Tool

The PPA contains three models:

  • Property and Construction
  • Information and Communications Technology
  • Other Services.
Select the most appropriate model for your project from the menu.

Begin by selecting an option from the menu that best describes your project in relation to each criterion. The criteria are designed to be self-explanatory, however there are some guide notes in the comment and value sections that may assist you with making a selection. Once you have chosen an option, a rating for that criterion will appear. Continue down the page answering each criterion.

When a project selection has been made against every criterion a score will be generated automatically at the bottom of the page.

At this point you have 3 options. You can either:

  • reset the model to develop a new profile.
  • print or save the model for your records
  • submit to the Gateway team

Gateway Reviews

The Gateway Reviews are a series of independent reviews held at key decision points in the procurement process. The aim is to improve procurement discipline and achieve greater alignment between procurement outcomes and service needs by giving independant expert comment to the project sponsor.

A small team of experienced procurement practitioners who are not involved in the project conduct each review. They assess the project against indicators in seven areas: service delivery; affordability; sustainability; project governance; Project management; stakeholder management and change management.

The findings and recommendations from the review are summarised in a report for consideration and implementation by agency management.

From July 1 2004, NSW Government agencies will need to complete a Business Case Review for all high profile procurements, Information and communications technology procurements over $5 million and all other procurements over $10 million.

Role of the Project Profile Assessment

The PPA is used to determine if a procurement is high profile. It is also used as a guide to decide how the review team will be constituted.

High Profile 3 reviewers independent of the agency and the project
Medium Profile 1 reviewer independent of the agency and project and 2 people independent of the project
Low Profile 3 reviewers independent of the project

NSW Department of Commerce facilitates high and medium profile reviews. Low profile reviews should be managed within the agency, but Commerce is available to assist with training and review briefings.

To initiate a Gateway review submit the PPA model, with the Gateway notification form.
